Mutual Energy Limited required the services of a Gas Commercial Advisor to provide support in progressing with the implementation of a Single System Operator Model in NI. The key aspects of the Single System Operator model are: The development of a single gas transmission code across all networks; The development of a single IT transportation management system (‘Single IT System’); The development of a single team to administer the code and provide a single interface for Shippers.

II.2.4) Description of the procurement
Framework Management:
— Attend a quarterly Framework Meeting with Mutual Energy Ltd, via teleconference, to review how the Framework is performing and confirming upcoming Work Packages in the subsequent period. If the Consultant is required to attend this meeting in person, every effort will be made to co-ordinate with a scheduled visit required to be undertaken as part of services being delivered at that time. Otherwise additional reasonable expenses are to be approved by ISL prior to booking. Provision of support on the following areas:
— Development of commercial rules for use of the NI gas transmission system.
— As part of the delivery of a Single System Operator model in Northern Ireland, which involves the creation of a Contractual Joint Venture between the four NI Transmission System Operators (TSO), support is required in the development of a Single Transmission Network Code for October 2017 which will include:
— Provision of support in developing concepts;
— Assisting with the process by reading, commenting on and drafting written papers and presentation material, and providing other analytical support, as required;
— Preparing associated contractual arrangements to facilitate the transitional arrangements; and
— Preparing and finalising Code drafting across a number of areas of the Single Code;
— Once in place, the advisor(s) shall provide support associated with future modifications to the new Single Code;
— EU driven changes, in particular, supporting the implementation of the revised Capacity Allocation Mechanisms Network Code and the new Tariffs Network Code as well as any further changes to the existing EU Network Codes;
— Implementation of changes to the balancing regime including modification of Balancing Gas contracts and activities associated with the Interim Measures arrangements;
— Modifications to Conveyance Licences driven by the SSO model, Single Code changes or other drivers.
