Red Kite Community Housing owns and manages approximately 6 700 properties within the Wycombe District. Red Kite is seeking to create a Framework for Planned Maintenance Works.

The Framework will be divided into the following Lots:

Lot 1: Structural repairs, general building works, kitchen replacements, bathrooms replacements and electrical works,

Lot 2: Window and door renewals,

Lot 3: Roofing works,

Lot 4: Packaged works to one or more blocks or groups of street properties which includes a combination of works from more than one of the above work streams. This Lot will include External Wall Insulation works,

Lot 5: Repairs and void refurbishment works. This Lot may provide back-up services to the existing repairs and voids contractor if required.

Packaged works to one or more blocks or groups of street properties which includes a combination of works from more than one of the work streams contained in Lots 1-3. For example roof renewal works, concrete repairs and window replacement works to a block. This Lot also include External Wall Insulation Works.

Red Kite Community Housing wish to promote a partnering approach to delivering the works and as such the Contractors appointed to this Lot will be expected to consider using Contractors from Lots 1-3 when either tendering for works or undertaking works under this Lot.

It is envisaged that between 6 (six) and 8 (eight) Candidates we will be Invited to Tender per Lot and it is envisaged that between 3 (three) and 4 (four) Tenderers will be appointed to this Framework Lot.

VI.3) Additional information

Should Red Kite Community Housing acquire additional stock during the term of the Framework Agreement, they reserve the right include the additional stock across the various Lots.

Each and every Lot is a stand-alone Lot therefore Tenderers are permitted to apply for one or more Lots. Tenderers will also be permitted to be allocated a place on one or more Lots if successful at ITT stage.

It is envisaged that three or four contractors will be appointed to each Lot therefore a maximum of 20 contractors may be appointed across the five Lots comprising the Framework.

Red Kite envisage that direct award will take place in most cases, however reserve the right to invite mini competition where value for money cannot be demonstrated. Mini competition will be the call-off procedure for Lot 4.

The maximum duration of the Framework Agreement will be four years. Red Kite Community Housing may however issue orders in the final year of the Framework that results in works being undertaken after the end of the four year Framework Agreement. For example Red Kite might issue a one year Contract mid way through the fourth year of the Framework Agreement.

The Contracting Authority reserves the right to cancel the procurement at any time and not to proceed with the award of any contract at any stage of the procurement process or to award only a part or parts of any contract.

The Contracting Authority shall not be liable for any costs or expense incurred by any Candidate or Tenderer in connection with the completion and return information requested in this Contract Notice or in the completion or submission of any tender.
