The Council has a licence to use ‘Idox’ Software — a package of modules for planning, planning enforcement, environmental health and licensing requirements that has been in place since 2011 as a result of a competitive tender under the CCS framework applicable at that time. A five year contract has been awarded to continue use of the same software in a hosted environment.

The works, supplies or services can be provided only by a particular economic operator for the following reason: protection of exclusive rights, including intellectual property rights
Explanation
The Council has an existing agreement for the provision of the software that has been in place since 2011 following a competitive tender under the CCS framework agreement in place at that time. Following a review, the Council has concluded it does not have the finances available to invest in a completely new software that has a significant and strategic use across the organisation and therefore needs to retain the current software, the intellectual property of which is owned by Idox who licence the software for use by the Council. To allow for modern working practices the software is to be hosted by Idox.
