II.1.4) Short description
MIL is advertising a proposed contract for the provision of services by a Client Side Technical Advisor (CSTA) to progress the Control System Upgrade Project for the Moyle Interconnector, a HVDC electricity link between Scotland and Northern Ireland. The CSTA will be responsible for assisting MIL as required, in scoping its requirements for the upgrade and in the procurement, installation, testing and commissioning of the upgraded Control System. The CSTA will initially be appointed to provide services in relation to Phase 1 of the project — which will conclude with Contract Award to a selected vendor for the upgrade works. Upon completion of Phase 1, MIL shall have the option, at its discretion, to either terminate the CSTA's contract or extend to allow for the provision by the CSTA of Phase 2 of the project. The Services to be provided during Phase 2 will include assistance in design and build, testing and commissioning of the Moyle Interconnector Control System Upgrade.

Contract Duration — If the contract is extended for Phase 2, the entire contract term will be when the services for Phase 1 and 2 have been completed. This may extend beyond the 4 year term which is provided as an estimate. There is no guarantee that Phase 2 Services will be offered to the CSTA.
The procurement documents: The Project Information Memorandum (PIM) and the Pre-Qualification Questionnaire (PQQ) are available for download from Mutual Energy's website. It is the responsibility of each Bidder to ensure their contact details are logged with Mutual (either through the online form when first requesting the procurement documents or email: mutualtenders@mutual-energy.com) to ensure they are kept up-to-date with clarifications and notifications in relation to this procurement.
A copy of the draft ITN will be made available to bidders who have registered their interest. The final ITN will be issued to those Bidders who are invited to the next stage of the procurement.
Each Bidder will be liable for all of its own costs and expenses in relation to its participation in the Procurement, the preparation and submission of any Response to the PQQ and / or Final Tender and the conduct of any discussions with MIL during the Award Phase and the remainder of the Procurement. For the avoidance of doubt, in the event that the Procurement is cancelled or terminated, MIL will have no liability whatsoever to reimburse Bidders for costs expended as a result of their participation in the Procurement.
