Abstract

The national ASD Development Team is supporting local authority and health boards to develop and coordinate their new Integrated Autism Services. Part of this work includes ensuring staff are provided with the training required to undertake diagnostic assessments of adults. Staff are currently being recruited across Wales and this training will be provided to them. The national ASD Development Team is supporting local authority and health boards to develop and coordinate their new Integrated Autism Services. Part of this work includes ensuring staff are provided with the training required to undertake diagnostic assessments of adults. Staff are currently being recruited across Wales and this training will be provided to them.

The objective of this piece of work is to train 45 staff to be able to undertake ADOS 2 and ADI-R assessments as part of the diagnostic process.

Total quantity or scope of tender

We are looking for tenders to deliver against the following requirements: -

a. The delivery of 6 training sessions meeting the following requirements:

b. 3 training programmes to qualify clinicians to undertake ADOS 2 in their clinical practice

c. 3 training programmes to qualify clinicians to undertake ADI-R in their clinical practice

d. To train up to 15 people during each programme, a total of 90 training places

e. To manage the registration of all clinicians attending training

f. To deliver training in South, West and North Wales

g. To work with the National ASD Development Team and provide feedback to them as requested

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tenders for this work should evidence:

a. Suitable qualifications and a track-record and of delivering high quality ADOS and ADI-R training

b. Awareness of the Welsh language

c. Ability to be flexible with training dates to meet the needs of the integrated autism service

d. Price.

5 Other Information

5.1

Additional Information

This tender process will be conducted as an open procedure with the successful bid being assessed on the basis of the Most Economically Advantageous Tender.

The bids will be assessed on the basis of an 75/25% quality/price split using the following breakdown:

5a = 25%

5b = 25%

5c = 25%

5d = 25%

But please note that a requirement of all tenders will be to engage in dialogue in the Welsh language where requested.

Evaluation will be undertaken in two phases (phase 2 will be an optional clarification interview phase to be implemented at the discretion of the WLGA):

Phase 1: All submissions will be assessed against criteria above to distinguish the rankings.

Phase 2: An optional clarification interview phase may be applied at the discretion of the WLGA, to clarify matters of detail and ensure that bids have been correctly understood and no misinterpretation exists, in order to clearly distinguish the correct rankings.

Phase 2 will only be applicable to a maximum of six of the top ranked bidders. Bidders will only be invited to clarification interview if necessary.

In most circumstances such clarification will be sort firstly by written communication, in accordance with the WLGA procurement procedure rules.

Bidders will be expected, if required, to be available for interview on Wednesday 13th December 2017, at Local Government House, Cardiff CF10 4LG.

The contract is managed by the ASD Development Team on behalf of the Welsh Local Government Association (WLGA).

The contract for this work will be with the Welsh Local Government Association (WLGA), and the contract manager will be Tracy Hinton on behalf of the Welsh Local Government Association (WLGA).
