The Contract shall be for a period of 1 year with 2 x 12 month options to provide Independent Technical Support to the bridging team in support of the portfolio of projects and in-serviced equipment.

IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Operational Infrastructure (OI), part of the UK Ministry of Defence, intends to place a new single Contract (OIP/0048) with QinetiQ Limited. The Contract shall be for a period of 1 year with 2 x 12 month options to provide Independent Technical Support to the bridging team in support of the portfolio of projects and in-serviced equipment.
It is considered that this Contract can be placed with QinetiQ using the negotiated procedure without prior publication of a Contract notice under Regulation 16 (1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011. For technical reasons the requirement for independent technical support can only be placed with QinetiQ for the following reasons:
1. QinetiQ have proprietary bridging expertise that uniquely positions them to provide Technical Support to bridging projects that were originally designed under MOD control and also the remaining portfolio of bridges retained by the Authority.
2. Complete independence of advice is essential as Design Authority's (DA's) have a vested interest in their own equipment and as such, any advice or reports provided by them carry a significant risk of bias, and could potentially lead to legal challenge if the advice informs future contracting.
