Abstract

Wyre Forest District Council on behalf of the 3 North Worcestershire Councils, comprising Redditch Borough Council, Bromsgrove District Council and Wyre Forest District Council (“The Councils”) wishes to appoint a contractor to provide a service to advise on the purchase of revenue generating investments that meet the Councils’ adopted strategies (supporting economic growth and regeneration) and as part of the Councils’ medium term financial strategies to build their respective portfolios of assets that will provide a sustainable long term revenue stream to support the continued delivery of each of the Councils’ services to their residents.

The Councils wish to appoint a Contractor who will be able to source and introduce them to new investment opportunities; and to provide them with advice on any opportunities that might be introduced to the Councils from another third party; and support them in determining which acquisitions would be appropriate for their portfolios and to proceed with such acquisitions. The Councils will require the contractor to give them assurance that acquisitions are in conformity with the Councils’ investment strategies and in compliance with the Government Statutory Guidance on Local Government Investments (February 2018).

Further, the Councils want the Contractor to manage the assets within their respective existing and developing portfolios in order to ensure that at all times the portfolios are delivering the best performance obtainable of them, in both revenue and capital growth terms, whilst observing the security and liquidity guidance from Government. The Councils expect that the Contractor will be able to advise on the local, regional and national sector investment markets and when it would be appropriate to dispose of an asset. The Councils want a Contractor to work closely with their estates and legal teams and any appointed property management company to ensure that the asset is well managed and maintained and that the administration and renewal of the leases is optimised.
