Abstract

North East Essex Clinical Commissioning Group wishes to invite suitably qualified and experienced providers to submit tenders for the provision of an integrated dermatology service. The successful Bidder will be accountable for the provision of all services within the scope of the integrated dermatology model. The overarching aim of the integrated dermatology service in north east Essex is to provide patients with a high quality, safe and efficient service which improves outcomes, making best use of available resources. The Contract duration is 5 years and 9 months with the option to extend for a further 2 years. The deadline for ITT responses is 12:00 noon on 17.12.2018. Please note that the services and associated specification and prices, commissioned within this contract may be subject to review and change. Any changes to the contract shall be subject to discussion with the Provider to reach agreement on the scope of service change and local price in accordance with these provisions and relevant contract variation would be completed. The Provider will be asked to participate in the development and redesign of relevant pathways that may result from this development The rationale for a future review may include:

— the CCG’s intention is to work closer with the CCGs within the Suffolk and NEE STP footprint. Therefore the scope of the possible changes to be made to this contract shall relate to the potential introduction of a larger population to support the STP footprint (i.e. the contract and specification may be amended to also deliver a dermatology service to the Ipswich and East Suffolk and West Suffolk CCG populations), through a variation to the contract in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015,

— the contract being amended in terms of the original services supplied (in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015, where following assessment of the reasonable alignment of out of hospital services it is identified that it is logical for additional services to be delivered in conjunction with this contract and by the Provider or one of its sub-contractors, both in terms of actual service delivery and to avoid duplication of costs. These services may include but are not limited to other services and specialties formally delivered in a secondary care outpatient setting and any day case or outpatient procedures where it is foreseen that these services can be delivered more effectively as part of this contract,

— if it is found, following assessment, that it is no longer appropriate for any of the acute inpatient element and non-elective support to East Suffolk and North Essex NHS Foundation Trust (ESNEFT) to be included within the integrated dermatology service. The CCG therefore reserves the right to withdraw or change these elements of the contract in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015.

Depending on Contract extensions and depending on Service reviews, likely dates for the renewal process to commence will be either be 2024 or 2026.

The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the “Regulations”). As such, the procurement of the Services is being run as a bespoke, single stage application process akin to the Open procedure, involving a number of stages which are outlined within the suite of procurement documents. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services. You are advised that the budget will be in the region of 2 700 000 GBP and 3 100 000 GBP excluding CQUIN per year across the period of the contract, therefore 20 925 000 GBP to 24 025 000 GBP total contract value, for the potential 7 years and 9 months, which is a combination of 5 years and 9 months, plus a possible extension of up to 2 years.
