II.2.4) Description of the procurement
Tandridge District Council is seeking tenders for the collection and transport of Contract Waste including all kerbside collected materials, bulky household waste and materials from static collections and bring banks. The Contract is to be let on the basis of an initial 8 year term, with the potential for up to 2 8-year extension periods, and with an expected commencement date of 1.4.2020. The estimated Contract value will between 55 200 000 GBP and 61 200 000 GBP. The Council intends to purchase the vehicles to be utilised in the delivery of the Services and lease them to the Provider on the terms set out in the Contract documents. This procurement is being conducted under the Public Contracts Regulations 2015 and is above the OJEU threshold for Services. The Council is following the competitive procedure with negotiation. The deadline for the submission of the selection questionnaire is the 19.12.2018. The Council reserves the right to award the contract on the basis of the initial tenders without conducting negotiations.

The Council intends to purchase the vehicles to be utilised in the delivery of the Services and lease them to the Provider on the terms set out in the contract documents. There will be no substantial ownership responsibilities in relation to the vehicles. TUPE regulations will apply and information will be provided to bidders on completion of suitable confidentiality agreements.

The Council as a Waste Collection Authority has a statutory duty under the Environmental Protection Act 1990(as amended) to make arrangements for the recycling and collection of controlled wastes in its area. The Council wishes to be provided with an efficient recycling and refuse collection service capable of receiving recycling and collecting wastes for which it is responsible in an environmentally and economically sustainable manner.
