Although the LAAs procurement process most closely resembled the restricted procedure (hence the laas answer to Question IV.1.1, the procurement process did not fully comply with all the requirements of that procedure. This is because “legal services” are classified as social and other specific services to which the Public Contract Regulations 2015 (the regulations) only apply in part. The LAA is not bound by any of the Regulations except those which specifically apply to the procurement of Social and Other Specific Services.
