CITB requires an External Evaluator who can evaluate commissioned projects that are currently live under the theme of Experiential Learning. There are four projects under this theme valued at approximately 3.1m GBP. Two projects are based in England, one in Scotland and one in Wales. The main outcome that this commission is trying to achieve is to create a sustainable experiential learning offer for full time learners across GB.

External Evaluation
CITB’s aim in working with an External Evaluator is:
1) to be able to assess the direct and indirect impact of each completed project for all beneficiaries and stakeholders,
2) to understand the counterfactual impact of the commission, i.e. what might have happened if the funding had not been available and what additionality did the funding provide, and
3) to determine whether the outcomes of the commission have been achieved.
Our requirements in relation to working with an External Evaluator are that they have:
— Experience of working with funders, funded organisations and other stakeholders, and managing the relationship between them,
— Knowledge of a full range of evaluation techniques, including quantitative and qualitative approaches,
— Experience of data collection, data analysis and reporting,
— Excellent communication skills, both written and verbal,
— An understanding of the issues and challenges faced by the construction sector,
— Experience of working in an inclusive manner,
— An ability to be flexible in order to achieve the outcomes required by CITB.
