This Gloucester City Council framework is for the acquisition, design, construction, adaptation, and conversion of emergency accommodation. The framework may also be used by eligible contracting authorities included with the tender documents.
House builders and associated contractors may be called upon for design and build projects, construction only where the design is provided, and/or associated works and related activities to design, maintain, repair or facilitate and manage construction. Consultants may be engaged for acquisition, design, planning and management.
Emergency homebuilding means providing secure, well designed accommodation for displaced residents, such as individuals and families with dependency needs. This may entail detailed safety requirements, as well as awareness and management of the local community and environment.

This framework for Glouceseter City Council may also be used by other eligible contracting authorities listed in the tender documents. It is not mandatory to cover the whole UK region, and there is a process of award and opting to participate set out in the framework agreement.
The types of projects covered by this framework could include residential development and housing, emergency accommodation for displaced families and individuals, acquisition and development of sites for temporary and permanent types of accommodation, full turnkey solution projects, ad-hoc consultancy and management services, conversion of existing buildings inline with regulatory compliance to suit the needs of local authorities and other housing development projects.
Any organisation, or consortium, can apply to be a supplier if they can deliver comprehensive works as detailed in the tender description. Here is a broad over:
