This contract is being led by Gateshead Council on behalf of Gateshead Council, South Tyneside Council and Sunderland City Council (the Partner Authorities), who have formed the South Tyne and Wear Waste Management Partnership (STWWMP), for the provision of a service for the Management and Operation of Household Waste Recycling Centres (HWRCs) in Gateshead, South Tyneside and Sunderland.
The contract has been split into multiple lots and tenderers may submit a response for any number of lots.
Lot 1 — Gateshead
Campground HWRC
Cowen Road HWRC
Lot 2 — South Tyneside
Middlefields HWRC
Lot 3 — Sunderland
Beach Street HWRC
Lot 4 — Lots 1-3 combined.
There will also be a requirement for the contractor to transport Green and Residual Waste to Delivery Points identified by the Council and to arrange ad hoc collections of containers from Council premises.

Health and safety and positive interaction with customers to the facility are key parts of its operation, as is the consideration for disabled users,
— the transport of materials to material markets to enable its processing or disposal via a dedicated service area,
— bring site containers for recyclable materials,
— storage areas for Waste Electrical and Electronic Equipment (WEEE),
— a reception building to be used by the site attendants to help and direct customers within the HWRC.
