AHGS shall require the successful tenderer to raise 3 000 000 000 GBP of capital from investors (with a potential 3 000 000 000 GBP top-up at the guarantor’s sole discretion), on-lend it to registered housing providers and manage the resulting loan portfolio over the lifetime of the borrowings (estimated to be 39 years). The successful tenderer will be appointed to operate the AHGS under a concession agreement from the authority.
The estimated total value given below relates to the estimated value of the concession agreement to the successful tenderer.

II.2.4) Description of the procurement
The contract will be for the establishment and management of the AHGS. The AHGS shall require the successful tenderer raise 3 000 000 000 GBP of capital from Investors (with a potential 3 000 000 000 GBP top-up at the guarantor’s sole discretion), on-lend it to RPs and manage the resulting loan portfolio over the lifetime of the borrowings (estimated to be 39 years). The successful tenderer will be appointed to operate the scheme under a concession agreement from the authority.
Pursuant to the scheme, the authority will provide:
— a guarantee covering scheduled interest and scheduled principal payable to investors by the capital-raising SPV established by the successful tenderer for the purposes of the scheme, and
— a guarantee of the corresponding loans made to RPs under the scheme.
The value of the contract is estimated to be in the range of 80 000 000 GBP and 125 000 000 GBP where 80 000 000 GBP is based on the successful tenderer raising and on-lending only an initial 3 000 000 000 GBP of capital from investors whereas 125 000 000 GBP is based on the successful tenderer raising and on-lending an initial 3 000 000 000 GBP of capital from investors plus an additional 3 000 000 000 GBP.
