II.2.4) Description of the procurement
Swansea Bay University Health Board is seeking to commission a Third Sector organisation to deliver a Mental Health Sanctuary Service for adults across the local authority areas of Swansea and Neath Port Talbot.
The Sanctuary Service will need to provide non-clinical therapeutic support to people in Mental Health Crisis in a calming and safe environment. It will be a non-accommodation based service, operating out of hours which will provide somewhere to turn to for people who are experiencing a social/emotional crisis, anxiety, panic attacks, depression and/or having suicidal thoughts. This will enable individuals to de-escalate and deal with the factors/issues affecting their crisis and identify coping strategies to increase their resilience by:
- Providing a service which supports the needs of those in, at the risk of, or at the point of a social/emotional crisis within the Swansea Bay Health Board area.
- Providing a service at a time outside of traditional service operating times.
- Reducing the demand and effect on other services.
- Act as a conduit to identify, broker, and signpost individuals to other help and support agencies as needed.
The Objectives of the Sanctuary Service is to:
- Provide an out of hours service for adults (17 years and 9 months) experiencing acute emotional or social distress/crisis and those who have a relationship with those in distress/crisis on the basis of need.
- Reduce the risk of harm to individuals and others.
- Support individuals and those who have relationships with those in crisis to de-escalate.
- Enable individuals to self-manage and find their own solutions to their own crisis in a non-judgemental, empathetic and respectful way.
- Work in a One Welsh Public Service Way with other services to liaise, sign post and broker support for individuals as needed.
- Reduce the need, where appropriate, for people to be referred into Primary and Secondary Care Services.
- Provide a quality, cost efficient and effective service.
- Provide opportunities to work with individuals to identify the presenting cause of the crisis and signpost to longer term support and advice services as necessary.
- Take into account, work alongside and where appropriate integrate with other services.
The service will need to offer support from 18:00 - 03:00, 7 days per week for up to 6 individuals at any one time through the following:
- Providing a safe space for individuals to de-escalate and be supported in a relaxed environment either in a 1-1 setting or an informal group/social setting.
- A facilitated communal area where individuals can relax, engage in activities, read a book etc. either on their own or in the company of others.
- 1-1 support will be provided for a maximum of 2 hours. Sessions will focus on the presenting cause in order to help the individual find a way to recover/de-escalate from their immediate cause of crisis.
- Developing a short term recovery plan for the preceding hours/days/weeks.

- Identify any challenges or barriers
- Understand how service needs can shaped and delivered by the Sector
