II.2.4) Description of the procurement
The contract comprises of the provision of the main household waste and recycling collection services delivered over a five (5) day weekly cycle (Monday to Friday). This includes: household recycling and waste collections, bulky household waste and WEEE collections, public recycling site collection services, and commercial waste and recycling collection services. In addition to the main household waste and recycling collections, the Council is also seeking provisions for several related services, container and Associated items — provision and management and end markets – dry mixed recycling, but reserves the right not to award a contract for all or any of these elements.
The evaluation was conducted on the basis of the most economically advantageous tender with 60 % for price and 40 % for quality.

The Council incorporated a minimum 10 calendar day standstill period at the point information on the award of the contracts is communicated to tenderers. Applicants who were unsuccessful were informed bythe Council as soon a the decision was made as to the reasons why the Applicant was unsuccessful. There was no appeal regarding the decision.
