II.1.4) Short description
Mutual Energy's Security Services Tender 2019. Interconnector Services Ltd (ISL) is the contracting entity within mutual energy. The contract will be for an initial term of 4 years with an option to extend by a further 4 years (at ISL's discretion). Mutual and ISL have determined that the services fall within Schedule 2 to the UCR which means that they are not subject to the full extent of the UCR, but are instead governed by the ‘Light Touch Regime’ contained within Part 3, Chapter 1 of the UCR (Regulations 90 to 93). In terms of following a procurement process we are using a similar process to the negotiated procedure with prior call for competition for good practise measures not because we are obliged to. All queries regarding this tender should be submitted via the correspondence facility through In-Tend and should be submitted before Monday 2nd December at noon. The deadline for PQQ responses is 9.12.2019 at noon.

II.2.4) Description of the procurement
Mutual Energy Ltd (‘Mutual’) is conducting the procurement process on behalf of ISL. ISL is a subsidiary of Mutual. More detail on the company structure is provided in Section 2 of the PIM. Mutual and ISL have determined that the services fall within Schedule 2 to the UCR which means that they are not subject to the full extent of the UCR, but are instead governed by the ‘Light Touch Regime’ contained within Part 3, Chapter 1 of the UCR (Regulations 90 to 93).

It is currently anticipated that the 3 highest ranking bidders will be shortlisted and invited to participate in the next stage of the procurement. ISL reserves the right to select less than 3 to proceed.

Mutual and ISL have determined that the Services fall within Schedule 2 to the UCR which means that they are not subject to the full extent of the UCR, but are instead governed by the ‘Light Touch Regime’ contained within Part 3, Chapter 1 of the UCR (Regulations 90 to 93). The award of the contract shall be subject to appropriate security clearance, which shall include checking the Service Provider’s status is one that conforms to the following: a National Security Inspectorate (NSI) National Approval Council for Security Systems (NACOSS) Gold approved company, which should encapsulate conformance with British Standard 7858 (Security Screening) requiring police vetting of all employees of the company.
