Explanation
32 2 (b) (ii) competition is absent for technical reasons.
32 (5) (b) where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.
After investigation it has been confirmed Selfrag have patents for method and device for fragmenting and/or weakening material by means of high-voltage pulses. Please see patents details below. This procurement is therefore absent for competition.
