Jisc has entered into a contract with Elsevier BV to offer Jisc members the opportunity to access a web-based search and retrieval system for chemical compounds, chemical reactions, related property data and bibliographical information. The Reaxys system is built to support chemists in their daily work with focused and relevant chemistry information. The service is being offered to our members, not for Jisc Collections' own use. The contract will run from 1.11.2019 to 31.10.2024.

The works, supplies or services can be provided only by a particular economic operator for the following reason: procurement aiming at the creation or acquisition of a unique work of art or artistic performance
Explanation
Reaxys is a system comprising unique content in the field of chemistry, for which Elsevier is the sole supplier. Jisc is clear that the arrangement falls within the artistic derogation, contained within Regulation 32(2)(b)(iii) of the Public Contracts Regulations 2015, permitting Jisc to enter into the direct award.
