The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The British Forces have an Alpine Training Centre based in Bavaria, Germany. They have a requirement to use 3 different ski resort areas in the Allgaeu region of Germany. This is in order to meet the required level of geographical proximity to the ATC, provide the required variety of slopes for training personnel with a range of experience and expertise and to provide the required capacity and back up. Only the 3 ski resorts awarded these contracts meet the authority's requirements. The contracts were therefore awarded without prior publication in accordance with PCR2015 Regulation 32(2)(b)(ii) because, due to the technical reasons outlined above, competition is absent.
