Abstract

FirstRail (the Client) is seeking to improve the surveillance capability within Train Operating Companies (TOC) by deploying additional Body Worn Video Devices (BWVD) across fixed locations and trains. This project is part of a wider suite of I.T related improvement projects across our networks and will ensure CCTV surveillance systems are bettered for the purpose of crime prevention, security and public safety.

BWVD procured will be required to a meet a detailed specification that has been agreed with TOC stakeholders and will be shared during the Procurement process (stage 2).

Currently TOC use BWVD over a diverse range of rail personnel working across train management, revenue protection, travel safety, retailing and catering provision. Subject to statutory approval, we have identified an initial requirement to procure (either via a direct purchase or through leasing options) up to 500 BWVD units, their accompanying peripheral equipment and data storage options for use across all TOC. It is anticipated that this quantity will be phased over the life of the TOC franchise and the successful bidder may be required to fulfil more or less than the stated requirement.

These devices are required as part of committed obligations associated with Department for Transport Franchise Agreements, Industrial Relations Agreements, plus variations to our working practices and policies.

This use of BWVD will continue to be an important part of our work with our key external stakeholders such as Department for Transport, British Transport Police, Home Office Police, Emergency Services, Crown Prosecution Service, Network Rail, Rail Accident Investigation Branch, Rail Safety and Standards Board and accredited Insurance Companies.
