Abstract

The Milford Haven Port Authority (MHPA) is a trust port and is the UK’s top energy port and Wales’ busiest port handling around 20% of Britain’s seaborne trade in oil and gas. MHPA also owns and operates Pembroke Port and Milford Dock. MHPA has prepared a development plan for the strategic improvement of Pembroke Port, aligning itself with the Swansea Bay City Deal. This redevelopment along with other project elements are collectively known as Pembroke Dock Marine. This UK and Welsh Government supported project will support the diversification of a strategic UK fossil fuel energy hub into a centre for the renewable energy industry. This will protect both the region and UK in terms of energy security, economy and inclusivity while also working towards achieving decarbonisation targets. This would be the first of its kind in Wales and would assist in diversifying the already established oil and gas supply chain, as well as attracting new business (in the form of developers and associated supply chain) to the region. Pembroke Dock Marine comprises four separate but interrelated elements that together will build on an existing energy cluster that has grown around the Pembroke Dock area, in order to develop a world class centre for blue economic development. These elements have been organised into lots, each of which will be the subject of its own procurement exercise for design and construction on a ‘traditional’ rather than a contractor design & build basis. This procurement relates to Lot 3 - the development of the terrestrial aspects of the programme, including utilities and communications services and transport infrastructure planning and design. The Port of Milford Haven wishes to appoint a specialist civil engineering Consultancy team to prepare detailed designs on the basis of a single point of responsibility, for full design team services and construction supervision under the terms of an NEC3 Contract agreement. The Lead consultant will be expected to co-ordinate and manage the technical delivery of the project from inception through to site delivery. CPV: 71311300, 71311300.

II.2.4) Description of the procurement

The project comprises:

-Transportation corridors, Infrastructure Roads, fencing and controlled access systems.

-Drainage Systems associated with the new lay-down areas, roads and new buildings.

-Demolition of Buildings to create the transportation corridor.

-Reposition/Secondary Security Gate

-Provision of Car Parking areas

-Creation of concrete laydown areas

-Electrical distribution alterations and installations together with utility support service requirements for the major industrial development. It is expected the following will be required:

--Modification and provision of the existing high voltage distribution system to service the site with specific focus on futureproofing the supply to the new fabrication halls proposed and final assembly areas

--LV and MHPA Private digital network and distribution to support landlord requirements for lighting and security and recording of operational and tenanted utility consumption.

--Modification and Provision of associated utility infrastructure including but not limited to, water supply (including fire-fighting), rainwater and foul drainage BT infrastructure to accommodate potential tenant requirements, gas supply, metering and monitoring systems to ensure all new utility consumption is fully auditable and recoverable.
