Explanation:
The global pandemic of Covid-19 has caused extreme pressure on the global supply chain for FFP3 masks.
These masks are essential PPE for healthcare workers treating such patients and are being issued by BSO to all healthcare workers in NI who require them. The global supply chain difficulties have caused our contracted supplier to be unable to fulfill orders, thus causing a breakdown in our normally-compliant purchasing route. The pandemic is too significant and immediate to permit for normal OJEU advertisement procedures to be followed, and the scope and volume of the pandemic and subsequent FFP3 mask requirement was unforeseeable.
