Abstract

Surrey and Borders Partnership NHS Foundation Trust (the Commissioner) is looking to establish a framework of suitable healthcare providers to meet our needs for additional mental health inpatient capacity due to the rising demand, the closure of current outsourced services and the reconfiguration of internally provided services.

The ITT is being conducted as an ‘OPEN’ single stage process. The authority has elected to follow the open procedure for this procurement exercise as per regulation 27 of the Public Contract Regulations 2015. For the avoidance of doubt, the form of tender will be conducted in accordance with the EC Treaty based principles of, inter alia, transparency, equal treatment and non-discrimination.

The authority has decided to create and establish a framework which will be for the hire of complete, same sex wards, generally for a minimum period of six (6) months and up to four (4) years and for the ‘spot purchase’ of individual beds for short term periods.

The authority believes the most appropriate way of helping resolve its long and short term requirements is to create a framework which will allow for a direct award and further competitions, at its discretion, direct awards can be placed with any of the suppliers on the framework but will be based on the best fit provider, which includes but not limited to (Quality, Location, Value for Money).

The framework shall commence on 1 February 2021 for a four (4) year period, terminating on the 31 January 2024. Being awarded a place on the framework does not guarantee any future business through the framework.

Any call-off contracts under the framework agreement shall be for a maximum period of four (4) years at point of award.

The Trust currently has a requirement for 23 beds (2 wards) to be available from 1 April 2021 for up to four (4) years, possibly through to August 2024.

Rates shall be fixed for the first 12 months of the contract after which annual Inflationary uplifts maybe applied in line with NHS published standard business. The NHS business rules for 2020-21 included operating expenditure with a maximum permitted inflation of 1.80 %. All requests to apply inflation must be requested 60 days prior to the annual anniversary of the contract commencement date.
