Abstract

The IPS will form a key component of the Derby City Centre Recovery Plan and will focus on providing a series of evidenced based proposals for the revitalisation of vacant, under-performing and vulnerable buildings and spaces within the heart of Derby City Centre. IPS project will start on 24 August 2020 and end on 31 January 2021.

The new Masterplan will establish a longer-term vision that will re-invent the city centre to enable it to face the considerable challenges it is facing. There is a need to deliver transformational change by supporting sustainable growth and diversification, bringing more workers and residents into it, creating new and improved public spaces, improving connectivity within the city centre itself as well as with areas immediately adjacent to it and by enhancing it as the cultural heart of the city and beyond. The Masterplan project will start on 31 October 2020 and end on 31 March 2022.

For many years now, town and city centres have been facing serious challenges from a number of factors such as changing shopping patterns, competition from suburban centres and out-of-town retail parks, internet shopping and the proliferation of office and business parks away from traditional centres. These challenges have become a crisis as the full impact of the effects of the Covid-19 pandemic have become clearer. As part of this response, the Council wishes to commission consultants to undertake an Integrated Property Strategy (IPS) and to support the Council and its partners in preparing a new Masterplan for Derby City Centre.

The procurement falls outside the scope of application of the Directive

Explanation:

The consultant to be commissioned, Derek Latham and Co. Ltd T/A Lathams, have been part of the City Centre sub-group of the emergency economic recovery task force since its inception and have substantially contributed to the work of that group and have provided most of the evidence base that will underpin both the IPS and Masterplan. They therefore have an excellent understanding of the issues and are already in effect working on the early stages of both pieces of work. Using an alternative supplier would not be time or cost effective, and would also not provide the same quality of work.
