Abstract
Supporting People programme: Housing Related Support Service.
This service specification applies to a project that provides Three fte Support Workers to act as a liaison between the Housing Solutions Team, Vale Assisted Tenancy Scheme (VATS) tenants and Private Rented Sector landlords to reduce tenancy breakdown and maximise Service Users’ ability to maintain their VATS tenancy.
The aim of this project is to reduce tenancy breakdowns by working directly with Service Users who are utilising the Vale Assisted Tenancy Scheme. (VATS) which is run by the Vale of Glamorgan Council Housing Solutions Team in partnership with designated Private Rented Sector landlords. The service will provide support to ensure that the service users are given the best chance of being able to sustain their Vale Assisted Tenancy, to integrate into the community and maximise their independence. The service aim is to improve links between Service Users, the Housing Solutions Team, Private Sector Landlords and third sector support providers to ensure that tenancy related issues are identified quickly and communicated to all relevant parties so that quick and effective support can be delivered to maximise Service Users ability to maintain their VATS tenancy and reduce homelessness.
The contract is for 36 months with the option to extend a further 12 months a total of two times. (max total 60 months)
The service must adhere to Welsh Government's Housing Support Grant guidelines and provide Supporting People outcomes to demonstrate the impact of support delivery.

Total quantity or scope of tender
The contract duration for 3 years (36 months) with the option to extend by 1 year (12 months) a maximum of two times.
As part of the submission providers will be required to submit an annual price to deliver the service and a breakdown of how the cost is achieved.
The Vale of Glamorgan Council has decided on a pricing envelope of £115,000.00 annually. Bids over this amount will be ruled out.
The service is currently being delivered by incumbent provider Pobl. Anonymised TUPE information is included in the tender documentation. Bids must factor in TUPE costs.

3 Conditions for Participation

Minimum standards and qualification required
Organisations taking part must have experience delivering housing related support.
Organisations taking part must be reputable and have an excellent history of contract compliance.
Organisations must be financially viable and demonstrate they are able to run a contract of this size.
Organisations taking part must fully comply with the Equalities Act, Modern Slavery Act, Health and Safety legislation, GDPR and UK law in general.
Organisations must have Public Liability insurance for a minimum of £5 million and Employers liability for a minimum of £10 million.
Organisations must establish an office in the Vale of Glamorgan if they are awarded this contract but do not already have one in place.
Organisations must demonstrate they are able to foster good working relations with statuatory agencies such as Housing and Social Services.
