II.2.4) Description of the procurement
Foreign, Commonwealth and Development Office (FCDO) is looking for a supplier for the China Urban Climate Change Programme.
The supplier must engage with local level Chinese government stakeholders (and national government stakeholders where appropriate) to co-design local urban regeneration strategies, guidance and implementation plans that lead to reduced carbon emissions, and enhanced climate resilience and inclusivity. The supplier will facilitate knowledge exchanges and create a mechanism for information sharing that will enable replication of Programme activities beyond the life of the Programme. The supplier must apply sound, multidisciplinary, technical research and analysis to inform Programme activity design and implementation, so that activities are realistic, politically feasible, contextually sensitive and sustainable. The supplier should understand economic benefits and trade-offs, the governance and political economy of reforms, the private sector dimensions, the gender and inclusion dimension, risks and opportunities, and value for money (VfM), (efficiency, economy, effectiveness and equity).
The Programme must align with China’s Nationally Determined Contributions (‘NDC’) to peak its carbon emissions by 2030 (and best efforts to peak early), and its more recent pledge in September 2020 to reach carbon neutrality by 2060. The Programme must also be consistent with the Paris Agreement and support the UK Government’s COP26 objectives. The Programme must address inequalities and support vulnerable groups as a key priority. The impact of climate change and climate related shocks (such as flooding and heat stress) is disproportionately felt by groups with relatively lower incomes and assets, such as rural-to-urban migrants, people with disabilities, the elderly and socially-excluded women. Urban regeneration activities must, at the very least, support these groups by focusing on increasing inclusivity.
