Description of the goods or services required
We are seeking the services of a skilled and experienced professional/organisation to:
1. Review and refresh the Management and Leadership Framework in the context of our People Strategy 2030, the Health and Social Care Workforce Strategy and our organisational values – including required/desired behaviours.
This will include:
Define the role of a manager in Public Health Wales and setting out the capacity required to do so effectively
Using the outputs from the organisational review and up to date workforce data, in the context of assessed desired capacity, provide an analysis of management positions across the organisation, and identify surplus/deficits at directorate/division level
Develop appropriate assessment outlines for the recruitment of new managers and a pool of talented aspiring managers based on the competencies defined
2. Design blended training and development programmes for all managers including:
Development for aspiring managers
Training/development for new-to-role managers
Ongoing knowledge personal skills development for all current/existing managers and leaders
Design a Values Based Leadership programme which can be cascaded across our management/leadership population by internal/external facilitators
We reserve the right to award both lots to one provider, or to split the lots across more than one provider if we believe it would benefit the work and provide equal value. In that instance, we would expect both parties to work together to sure alignment.
