Abstract

We are seeking the services of a skilled and experienced professional/organisation to: 1. Review and refresh the Management and Leadership Framework in the context of our People Strategy 2030, the Health and Social Care Workforce Strategy and our organisational values – including required/desired behaviours. This will include: Define the role of a manager in Public Health Wales and setting out the capacity required to do so effectively Using the outputs from the organisational review and up to date workforce data, in the context of assessed desired capacity, provide an analysis of management positions across the organisation, and identify surplus/deficits at directorate/division level Develop appropriate assessment outlines for the recruitment of new managers and a pool of talented aspiring managers based on the competencies defined 2. Design blended training and development programmes for all managers including: Development for aspiring managers Training/development for new-to-role managers Ongoing knowledge personal skills development for all current/existing managers and leaders Design a Values Based Leadership programme which can be cascaded across our management/leadership population by internal/external facilitators We reserve the right to award both lots to one provider, or to split the lots across more than one provider if we believe it would benefit the work and provide equal value. In that instance, we would expect both parties to work together to sure alignment.

Additional Information

In line with current health protection guidance in Wales, we expect the successful organisation to manage the delivery of the work programme remotely; there may be occasions when they’d be asked to safely attend our workplaces, but this will be based on a full risk assessment and any updates to national guidance.

The successful respondent will be working within the Organisational Development, Design and Learning team and will be reporting to the Head Of/Assistant Director of that function. They will work closely with other members of the People and Organisational Development team, including Employee Experience, Resourcing, Partnering and Operations leads and stay close to ongoing work on culture development, ensuring both pieces of work align.

They will have access to support from the Executive Assistant and Business Support team, who can lead on setting up meetings with relevant internal and any external stakeholders, including but not limited to Health Education and Improvement Wales (HEIW) and our Non-Executive Board Members.

Access to Microsoft Teams is essential.
