Hertsmere Borough Council is seeking a provider to deliver a cycle hire scheme in Borehamwood, Hertsmere on a trial basis. The provider must have a successful track record in working with Local Authorities in the UK delivering cycle hire schemes.The initial phase would trial the scheme in Borehamwood and adjoining areas for a period of 4 years and may be extended for a further two years as two separate twelve month extensions. Depending on the success of the scheme and availability of funding, it may be extended and/or expanded into other areas of the Borough and adjoining areas.

In order to encourage residents and visitors to use cycle as a mode of transportation, the cycle hire scheme is being pursued in Borehamwood and adjoining areas as a trial for 4 years and may be extended for a further two years as two separate twelve month extensions. Depending on the success of the scheme and availability of funding, it may be extended and/or expanded into other areas of the Borough and adjoining areas.Intended OutcomesThe public bike hire scheme is expected to achieve the following benefits locally:a. encourage a modal shift to active and sustainable form of transportation b. reduce its transport related emissions, thus contributing towards our commitment of achieving net zero carbon emissions by 2050c. improved air quality in Borehamwoodd. provide an additional mode of transport for local areas which are not well connectede. make cycles available to the public at low cost, thus improving accessibilityf. promote net zero carbon and sustainable development of the Councilg. improve health and well-being of the users of the scheme by supporting an increase in activity levels.

This period allows unsuccessful tenderers to challenge the decision to award a Contract before a contract is executed/signed (as appropriate). The Public Contracts Regulations 2015 (‘Regulations’) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations.
