Abstract

ONS is seeking to develop partnerships with organisations that hold information about online job adverts in the UK. The organisations would be required to provide data which covers all currently existing or active online job adverts via portal access, with a minimum of 100000 online job adverts per annum. A back-series of previous existing or active online job adverts going back at least to 2018 and preferably earlier, with substantial coverage of the whole UK online job advert market preferably as individual records for ONS processing and analysis, or alternatively to agreed aggregated levels will also need to be provided. If provided as individual records, the data will need to include the following variables at a minimum:· Job description· Low-level geography classification (Local Authority at a minimum, or information to be able to derive this in-house)· Job titleIf provided at an aggregate level, the data will need to be provided at Local Authority level as a minimum.Additional variables relating to job adverts which would also be useful include: · Additional geographic labels such as Travel to Work Areas, Local Enterprise Partnerships· Standard industry classifications· Standard occupation classifications· The skills required for the job· The original posting date or the length of posting I.e., how long the advert is live, as well as information to identify an advert which has been amended/re-advertised· SalaryWe are looking to use the data as a proxy measure for changing labour demand by producing a measure of online job adverts split by flexible sub-national levels, including at Local Authority. We would be looking to make this series publicly available on our website as part of a regular release. As well as publishing aggregate information, we are also interested to understand if organisations would support the sharing of microdata across government departments, as well as making other aggregated series publicly available too, such as skills breakdowns.Ability to publish the data is a minimum requirement and permission to publish longer will attract a higher technical score. As a result of this tender exercise the Authority reserves the right to award more than one contract. If the Authority exercises this right, then the second award would be to the supplier that scored the second highest combined Commercial and Technical score. This award would be subject to relevant funding being made available and further discussion with the winning suppliers regarding being able to merge datasets for an aggregated output or whether the Authority would publish separately.
