Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The contract is intended to be awarded without prior publication of a contract notice in the Official Journal of the European Union (OJEU) under regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons.
It is considered that technical reasons relating to specific interoperability requirements exist, as the Ammunition is required for use with the KCB Cannon. There are no other identified suppliers who manufacture the Ammunition, as it has an obsolescence relating to the fuse. The procurement of the Ammunition shall allow the authority to supplement its stockpile while the authority assess its long-term procurement options. Procuring similar goods with different technical characteristics from other suppliers would result in disproportionate technical difficulties and/or incompatibilities between the existing systems when introducing the replacement into service. No other goods types are therefore deemed technically compatible or safe for use within the existing equipment.
