NHS Wales Shared Services Partnership on behalf on Hywel dda University Local Health Board wish to inform the market that they intend to award a contract toto progress with works at Glangwili Emergency Department and Amman Valley Hospital
At Glangwili the works will enable the conversion of an existing play area into treatment space for 3 patients. The works being undertaken here will assist in ensuring that patient flows can be maintained as the UHB heads into the winter months and enable the UHB to progress it’s restart and recovery process.
The works in Amman Valley Hospital will create 3 additional consultation rooms for the Ophthalmology Team. This will assist the UHB to progress its Planned Cared Recovery for the Ophthalmology services. The additional rooms will assist in the drive to reduce the current referral to treatment waiting times for Ophthalmology patients.
The Hywel Dda University Health Board (HDdUHB) has received additional capital funding from Welsh Government in 2021/22 to deliver scheme to enable Restart and Recovery following COVID-19
The bid was developed using cost survey information and identifying the priority to deal with COVID-19 issues across all areas of the Estate.
This programme of prioritisation of works has been agreed by the HDdUHB as appropriate investment.

II.2.4) Description of the procurement
NHS Wales Shared Services on behalf of Hywel Dda University Health Board wish to inform the market that they intend to award a contract to TR Jones (Betws) Ltd for the supply and Installation of Additional Treatment Spaces GGH AVH, the works must be completed by 31st March 2022.
They are the appointed contractor for the BGH MRI and Enlli Ward Project competitively tendered previously. The specification of the work undertaken previously will be of a similar specification to those now required:
Contractors’ preliminaries & general conditions to be based on a direct equivalent to the BGH MRI Project
Labour costs to be based where applicable on those used on the BGH MRI and Enlli Ward Project
Mechanical & Electrical sub-contractors for BGH MRI and Enlli Ward Project will be utilised
Covid-19 impact costs will be aligned to latest tenders received

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
Hywel Dda University Health Board wish to urgently commence work for the Installation of Additional Treatment Spaces GGH AVH, to assist with the health boards treatment targets. The health board wishes to appoint TR Jones (Betws) Ltd to undertake this work.
The impact of not proceeding is that we will not improve the patient flow issues in the Emergency Department (ED) in Glangwili. Patients will experience delays in accessing the appropriate treatments in a timely manner. The impact of patient flow in ED will also have a knock-on impact on ambulance waiting times.
Will not deliver a reduction in the referral to treatment time for patients waiting for ophthalmology treatments in Amman Valley Hospital. COVID-19 has significantly increased the number of patients waiting for treatment. This project delivers an additional 3 rooms for treating patients
A 3rd wave in the pandemic has been predicted and the need have a safe environment in which to manage these patients in a cohorted location. Avoiding having patients treated in multiple locations and increasing the risk of nosocomial transmission.
Initially NWSSP procurement services conducted a tender exercise and the contractor has recently been awarded a contract for a similar contract at the Bronglais Hospital site following a competitive tender exercise and can complete the work by the required timescale.
