Abstract

Business Wales provides a first-class business support service to small and medium sized enterprises (SMEs) in Wales on behalf of the Welsh Government and is funded by the European Regional Development Fund. The service is delivered by Growth Partnership Wales, a partnership of Business in Focus, Antur Cymru and Serco Regional Services Ltd. Delivered by Serco Regional Services Ltd Superfast Business Wales is a service element of Business Wales, which started in January 2016. It supports eligible businesses across Wales to understand, adopt and exploit the benefits of Superfast Broadband. The service supports Welsh small and medium sized businesses across 22 local authorities (fewer than 250 employees with less than GBP 40m turnover). As at the end of September 2022 over 9,000 businesses have received support. The Survey Specification To understand how Welsh SMEs are using the digital technologies enabled by broadband, what impact this has had, what barriers exist to SMEs adopting technologies and how can they be addressed, we are commissioning a Digital Maturity Survey for Wales, funded by Welsh Government and the European Regional Development Fund. - The supplier will be required to provide insight into the following areas using a variety of survey techniques to gather data - Identify the take up of technologies enabled by superfast broadband - Understand the impact on business performance - Understand the impact on employment - Identify gaps in take up of technologies - Quantify the impact on the wider Welsh economy productivity, performance, innovation, and business growth - Produce an accessible report with - Work with the in-house marketing team to produce an engaging document which has compliant branding. - Produce an informative and accurate, guide for to Welsh SME’s, organisations delivering business support and policy makers - This report will be an online resource, consideration needs to be given to accessibility as well as compliance branding - All content is required to be produced in both Welsh and English - Upon contract award the supplier will be expected to attend a meeting with Welsh Government Digital Lead and the Project Manager of Superfast Business Wales. - The results should be published no later than 31 March 2023 Overall contract value Serco Regional Services Ltd will contract with the successful Tenderer and it is anticipated that the contract will be awarded for the period 04 January 2023 to 31 March 2023, The indicative budget for the services above will be GBP 62,500 for delivery of the content in this specification, comprising GBP 32,500 for the research and survey completion and GBP 30,000 for the publication of online version of the completed report. All amounts are exclusive of VAT.

The Survey Specification
