About Disability Wales / Anabledd Cymru
Disability Wales / Anabledd Cymru is the national association of disabled people’s organisations in Wales striving to achieve the rights and equality of all disabled people. Our core role is to represent the views and priorities of members to government with the aim of informing and influencing policy.
Our aims are to:
· Influence policy and decision makers at all levels, through acting as an effective advocate for the views, priorities and interests of our members
· Develop and support the work of organisations managed and controlled by disabled people

DW is a policy influencing organisation and receives an Equality and Inclusion Grant from Welsh Government to represent the interests of disabled people in developing government policy. It worked with Welsh Government and other stakeholders in developing the Framework for Action on Disability: the Right to Independent Living (2019). The Framework is a cross-cutting approach to tackling the range of societal barriers faced by disabled people including in education, employment, transport and housing.
DW was closely involved with the coproduction of the report commissioned by the then Deputy Minister and Chief Whip: Locked-out – Liberating the lives and rights of disabled people beyond Covid-19 (2021). In response to the findings and recommendations in the report, the First Minister established the Disability Rights Taskforce which will produce an Action Plan aimed at embedding the Social Model of Disability in Welsh policy and tackling the issues identified in Locked-out. DW is actively involved in the Taskforce and secured the contract to deliver Social Model training to all Taskforce and Working Group members.
DW receives funding from other sources such as the National Lottery Community Fund to deliver specific projects and was awarded a Third Sector Resilience Grant from WCVA to develop its Training and Consultancy Service.
As an umbrella body DW provides support to its members – grassroots Disabled People’s Organisations - through training and development programmes as well as provision of information and resources. In addition to its website, DW has an extensive reach via various social media platforms including Facebook, twitter and You Tube.
Social Model of Disability
Disability Wales promotes the adoption and implementation of the Social Model of Disability throughout its work. All contractors are required to work within this model when delivering projects or services on our behalf.
The Social Model of Disability was developed by disabled people and makes the important difference between ‘impairment’ and ‘disability’, defined as follows:
Impairment: An injury, illness, congenital condition, or neurodivergence that causes or is likely to cause a long-term effect on physical appearance and / or limitation of function within the individual that differs from the commonplace.
Disability: The loss or limitation of opportunities to take part in society on an equitable level with others due to social and environmental barriers.
Disability is defined as being caused by ‘barriers’ or elements of social organisation which take no or little account of people who have impairments. Society is seen to disable people who have impairments because the way it has been set up prevents us from taking part in everyday life. It follows that if disabled people are to be able to join in mainstream society, then the way society is organised must be changed.
Removing the barriers which exclude (and disable) people who have impairments can bring about this change. There are three main types of barrier facing disabled people:
Environmental barriers: lack of access in and around the built environment including transport systems
Attitudinal barriers: where disabled people are regarded as inferior, helpless, weak and vulnerable
Institutional barriers: policies and procedures that prevent the full participation of disabled people within education, the work place and the wider community
Disability Wales campaigns to remove all disabling barriers in Wales whether environmental, attitudinal or institutional.
About Disability Wales Training and Consultancy Services
Disability Wales is Wales’ Disability Expert. As a national Disabled People’s Organisation and employer of disabled people, we have a wealth of expertise in how to reach and engage with disabled people as well as in recruitment of disabled people and creating an inclusive workplace.
Disability Wales provides this expertise in numerous ways, from hosting workshops and focus groups, designing surveys and producing reports, providing a bespoke consultancy service as well as delivery of full training courses such as:

DW’s clients for its training and consultancy services include Welsh Government, local government and other public sector bodies, as well as national and local third sector organisations.
Training & Consultancy Objectives:
The objective of our training and consultancy services is to improve the rights and equality of disabled people, through educating people, services and workplaces on their rights and the Social Model of Disability. Previously, our services have responded to demand such as replying to direct training requests from external stakeholders.
Disability Wales would like to expand their training and consultancy to reach out to a wider range of organisations and services to better reach their aims. To improve the reach of their services and stimulate new business, Disability Wales need to enact a marketing and communication strategy utilising a range of methods through working with a consultant.
The development of the Training and Consultancy Service will also contribute to the sustainability of DW through the diversification of income streams.

Disability Wales’s training and consultancy services are overseen by the Project Officer employed by Disability Wales and supported by the Disability Wales Policy and Programmes Manager and Disability Equality Officer.

Audience for the consultancy
Disability Wales staff and board members will participate in this consultancy. The Communications and Marketing Plan and all documents should be written using the perspective and language of the Social Model of Disability.
The Consultants must have:
• Knowledge, understanding of and commitment to the Social Model of Disability and its implementation.
• Awareness of the strengths, abilities and experience of Disabled People from diverse communities.
• Understanding of and be committed to all equality issues.
• A proven track record of developing and delivering Marketing and Communications Plans and copy to a high standard in accessible language.
• Knowledge and experience of utilising a range of marketing and communications methods and techniques aimed at reaching varied audiences
The ability to:
• Prioritise workload to meet agreed targets and deadlines.
• Work with and relate to people with a wide range of impairments.
• Facilitate discussion using a variety of participatory methods and be able to respond flexibly to the needs of participants on the day.
• Value the rights and equality of all disabled people.
• Acknowledge and respect the cultural importance of the Welsh Language.
• Evaluate and self-reflect as a consultant.
