Provision of prison based Learning & Employability Service throughout Scotland in the public prisons operated by the SPS. The services will be provided to adults with varying degrees of pre-existing educational engagement; disadvantaged learners; 'young offenders' in custody (18-24): & occasionally 'young persons' in custody (16-17).

All SPS establishments including the 13 Scottish Prisons, the 2 Community Custody Units - Bella and Lilias and HMP Kilmarnock (due to return to public ownership from March 2024).
II.2.4) Description of the procurement
The services will include delivery of a varied curriculum of learning & skills in prisons; learning needs screening of persons following admission to custody; specialist screening (e.g. dyslexia) where required; & working with SPS to ensure progress against the SPS Learning & Skills Strategy.
The SPS is currently developing the next generation of learning & employability strategy, replacing both existing Learning & Skills Strategy (2016-2021) and Employability Strategy (2017-2022). The project team aims to create a single strategy which aligns with the Objectives and Principles set out in the current SPS Corporate Plan (2023-28).
While reflective of the life long, life wide and learner centred ethos of the Adult Learning Strategy Scotland (2022 – 2027) and being cognisant of methodologies, capacities, and benchmarks from Curriculum for Excellence; the broad aims of the new Strategy are:
1. Relational: Creating a trauma informed, person centred and individualised learning offer which supports lifelong learning networks, and improved health and wellbeing
2. Inclusive: Ensuring our learning offer is age, stage, and gender appropriate, rights based and accessible for all, with an emphasis on readiness to learn and active engagement
3. Preventive: Our learning offer is asset based and empowering, providing those in our care with opportunities for planned and evidenced personal development towards intergenerational learning and a sustained return to their community.
