Abstract

Oxford City Council is commissioning a support service for a Housing First programme, as part of its ambition to end the need for anyone to sleep rough on the streets of Oxford. In November 2020, Oxford City Council successfully bid for funding from the government’s Rough Sleeping Accommodation Programme (RSAP) and Next Steps Accommodation (NSAP) programmes to deliver a Housing First programme in Oxford. The procurement of support services took place during the summer of 2021, with two organisations currently delivering the Housing Support service under the RSAP and NSAP funding streams in the city.By the end of March 2024, these contracts will be supporting up to 35 people through the Housing First programme.The Housing First programme provides individual self-contained accommodation for individuals, together with a bespoke support package designed to help them recover from homelessness. Similar projects elsewhere have seen high levels of tenancy sustainability, so this is the key outcome the Council is looking to achieve from this programme.Oxford City Council has now successfully bid for funding under the Single Homeless Accommodation Programme (SHAP) to expand the Housing First programme in the city. The capital funding awarded will see the Council purchase up to 12 units to be used for Housing First, and revenue funding has been awarded to support these 12 units and an additional 5 properties (to be made available from existing council stock or other registered providers).
