Abstract

UU are seeking a Design Development Partner (DDP) for a service contract aimed at enhancing our small project design capabilities for Non-complex requirements. The primary focus of the DDP will be to provide essential resources for developing both outline and detailed designs for a variety of smaller Non-complex UU capital projects, ensuring alignment with UU Engineering (UUE) guidance. To achieve this, the DDP will establish a dedicated team to collaborate closely with our in-house team, UUE. This collaboration will leverage advanced design software and simulation tools to foster innovative design solutions, catering to a diverse range of project requirements.

Additionally, the DDP Non-complex will form a team with expertise in ecological and hydrological engineering. This team will be tasked with Grey engineering designs and designing sustainable, water-sensitive urban areas, a critical aspect of modern urban development. The approach will integrate advanced techniques like Geographic Information Systems (GIS) for thorough site analysis and effective design of blue-green infrastructure. This dual focus on innovative design development and specialised blue-green capabilities positions the DDP Non-complex as a pivotal element in our smaller project execution strategy, enhancing our capacity to deliver environmentally conscious and technically advanced solutions.

Following extensive market engagement to inform our strategy and to obtain access to the capacity and capability of the market, the services will be split across two lots as follows:

Lot 1 – Grey Design SME

Lot 2 – Rainwater, Blue/Green Design SME

The contract Term will be for a maximum of eleven (11) years in total, an initial contract period of six (6) years with potential to extend for up to five (5) years, (6 + 5)

Anticipated indicative contract value range will be between £50m - £100m

The DDP will be a professional services consultancy framework incorporating an amended NEC4 PSC.

With a budget of around £7 billion, AMP8 significantly increases investment over previous periods, aiming to improve services and environmental sustainability. A key aspect of AMP8 is the two-phase approach: Phase One involves the Strategic Solutions Partner (SSIP) in early project stages, while Phase Two emphasises the engagement of a Design Development Partner (DDP) to refine design aspects. This phase also includes vital components like Commercial Support, Specialist Modelling, and 'Build Only' minor works.
