Abstract

Assessing the digital maturity of social care services will help identify where there are issues of inclusion and lack of skills, and therefore how Social Care Wales can successfully work with partners to plan support for social care organisations and their workforces across Wales. The digital maturity assessment will also inform Social Care Wales’s work to support innovation and workforce development. A digital maturity assessment has already been conducted for health boards in Wales, but there is currently no equivalent for social care. The social care landscape is much more fragmented than that of health in Wales with services and support delivered by several thousand different organisations and providers in the statutory, private and voluntary sector. Digital Maturity & Literacy Assessment for Social Care in Wales

Description of the goods or services required

Assessing the digital maturity of social care services will help identify where there are issues of inclusion and lack of skills, and therefore how Social Care Wales can successfully work with partners to plan support for social care organisations and their workforces across Wales.

The digital maturity assessment will also inform Social Care Wales’s work to support innovation and workforce development.

A digital maturity assessment has already been conducted for health boards in Wales, but there is currently no equivalent for social care. The social care landscape is much more fragmented than that of health in Wales with services and support delivered by several thousand different organisations and providers in the statutory, private and voluntary sector.

Total quantity or scope of tender

Budget

There is a budget of up to £215,000 (inclusive of any applicable VAT) agreed for this tender across the following two phases:

Phase 1 – Discovery: £40,000

Phase 2 – Design and delivery: between £125,000 and £175,000

Contract length

The full contract term will run until April 2025.

Phase 1 must be delivered by 30 April 2024. A break-clause shall be in place following completion of Phase 1. Social Care Wales may not enact this break clause dependent on the suitability of the outputs from Phase 1.

Phase 2 must be delivered by 31 March 2025; however, all engagement exercises must be concluded by January 2025.

The specific competencies we’re looking for include:

- Experience in delivering data maturity projects

- An understanding of the health and social care policy context in Wales

- Evidence of successful engagement with public sector leaders and staff
