II.1.4) Short description
The University of East Anglia (UEA) is seeking to appoint Principal Contractors to carry out construction and refurbishment works over the duration of the Framework. The Framework will consist of three lots based on the value of the proposed works contracts:
Lot 1 - Mid Works >£1m to ≤£5m
Lot 2 - Minor Works £0k to ≤£1m
Lot 3 - Mechanical and Electrical Works £0k to ≤£900k
The UEA is establishing the framework so that it has a pool of contractors from whom it can call-off directly or seek tenders (via mini-competitions) for specific projects as they arise. This will not necessarily guarantee a contractor work during the 3-year life-time (note there is an option for the University to extend the Framework by up to 2 years but this is at the sole discretion of UEA) of the Framework; neither will UEA be restricted exclusively to using Contractors from the Framework.

This Lot is for works with a construction value of >£1m to ≤£5m GBP. Estimated spend on this Lot over a 5 year framework period is anticipated to be 8 500 000 GBP to 33 500 000 GBP. The UEA does not bind itself in any way to this expenditure nor to procuring the listed works from this Framework. The Framework will be for a period of three (3) years with an option for an extension for up to an additional two (2) years (which will be at the discretion of the UEA). It is anticipated that there will be 3 suppliers per Lot. In addition to the UEA, The Norfolk and Norwich University Hospital (NNUH) will have the option to use the Framework.

The procurement involves the establishment of a framework agreement with several operators.
Envisaged maximum number of participants to the framework agreement: 9
Justification for any framework agreement duration exceeding 4 years: The Framework will be awarded for a period of three (3) years with the option to extend for up to a further two (2) years. The decision has been taken to extend the framework term beyond the standard 4 years, to enable the efficient delivery of the UEA Lifecycle Maintenance programme which will require longer term working relationships to deliver the strategy and ensure continuity. The decision has been taken to award this Works framework for up to five (5) years to create a gap between any future procurement exercises to ensure sufficient internal resource to conduct both procurement exercises.
