Abstract

Background to Careers Wales We are the national careers service for Wales. We are a wholly owned subsidiary of the Welsh Government, established in 2012. We provide an all-age, bi-lingual independent careers information, advice and guidance (CIAG) to the people of Wales, as well as facilitating employer engagement in schools and delivering curriculum support to enable schools to deliver effective Careers and Work-Related Experiences. We deliver our work via a variety of channels (in-person, video, telephone) and operate a telephone helpline through the medium of Welsh and English. We work with a wide range of customers and stakeholders including individuals, schools, parents, training providers, employers, local authorities and other public and civil society organisations. Through our work, we support the delivery of Welsh Government policy objectives and play a key role in education, training and employment outcomes across Wales. Our most recent annual report can be found here: Annual Report 2023-2024. Tenders for this work can be submitted in Welsh. Tenders submitted in Welsh will not be treated less favourably than those submitted in English. The closing dates for the Tender will be the same for those submitted in Welsh and English. Purpose

To support the development of our next strategic equality plan and commitment to Welsh language legislative requirements and national Welsh language strategy, Careers Wales is seeking bids from companies who can evaluate how effective our services are delivered to specific groups of people.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The goals of the evaluation will be:

In conjunction with Careers Wales the successful provider will develop research and evaluation approaches that include surveys and focus groups that will.

A – Identify why certain members of the public, especially those with protected characteristics and Welsh Language speakers, have engaged or have not engaged with us, and determine what could enhance future engagement.

B – Provide information on the experiences of customers with protected characteristics and Welsh Language speakers who have received services from us and outline key recommendations for improvement.

The successful provider will work with Careers Wales to identify a range of customers and organisations we have worked with that includes, all ages, protected characteristics, Welsh language speakers across all local authorities in Wales. The provider will be responsible for managing a secure data transfer and cleaning the data. Whilst undertaking this work the successful provider will need to adhere to data protection and safeguarding protocols.

Outcomes

Careers Wales requires the appointed provider to deliver the following outcomes:

• An Evaluation that accurately represents customers of all age groups, protected characteristics and Welsh speakers throughout Wales.

• An Evaluation that encompasses individuals' experiences across various service delivery channels, including face-to face, telephone and digital platforms.

• A comprehensive report summarising feedback from the evaluation, highlighting key themes and providing recommendations for improvement.

• The capacity to conduct the evaluation and produce all associated reporting in both Welsh and English is essential. Additionally, it is expected that the perspectives of Welsh speakers, as well as those who have accessed services through the medium of Welsh, will be fully reflected as stipulated in the evaluation brief.

Each tender will be marked against the following criteria.

• Describe how you will commit to fair work practices for workers (including any agency or sub-contractor workers) engaged in the delivery of this contract. 10 marks

• Outline the measures your organisation has implemented to embed environmental sustainability across all areas of service delivery, procurement, and internal operations. 10 marks

• Outline your approach to how you would achieve the objectives set out above. 30 marks

• Give two examples of similar projects you have conducted through the medium of Welsh and English. 10 marks each

• Price. 30 marks

The price marks are based on the percentage difference in price compared to the lower score
