Abstract

Voluntary and community organisations across Wales are central to the delivery of wellbeing, cohesion, poverty mitigation, regeneration, and environmental sustainability. These organisations provide trusted, place-based support, often stepping in where public services have retreated, and are increasingly relied upon by citizens and public bodies alike. Despite their growing importance, there is currently no cohesive national policy to recognise, support, or strategically invest in this sector. This gap risks fragmentation, missed opportunities, and un-tapped community potential. WCVA and Building Communities Trust (BCT) are commissioning a research partner to develop a robust, participatory and policy-relevant evidence base that will underpin a national Communities Policy for Wales. This policy will align with existing legislative frameworks, such as the Well-being of Future Generations (Wales) Act, and translate community insight into practical policy levers. The research will: • Identify the core components, enablers, and barriers to community-centred approaches • Explore the role of voluntary and community organisations in delivering outcomes across key policy areas • Engage diverse communities and public sector stakeholders • Undertake a literature review and case study analysis • Produce a final report that supports policy development and advocacy, offering actionable recommendations to influence Welsh Government and other strategic partners This commission is about shaping a bold, strategic policy framework that reflects lived experience, strengthens collaboration, and empowers communities across Wales. ***** Mae mudiadau gwirfoddol a chymunedol ledled Cymru yn ganolog i gyflawni lles, cydlyniant, lliniaru tlodi, adfywio a chynaliadwyedd amgylcheddol.
