Abstract

Cambridgeshire County Council invited tenders for specialist drug and alcohol treatment and recovery provision for adults (age 18+) commissioned through an Adult Integrated Drug and Alcohol Treatment and Recovery System contract.

The Cambridgeshire core Adult Drug and Alcohol Treatment Service (age 18 years +) provides all elements of drug and alcohol support, treatment and recovery including:

• Early intervention advice and support

• Pharmacological treatment

• Harm reduction services

This notice is an intention to award a contract under the competitive process (Provider Selection Regime).

The approximate lifetime value of the contract (as stated in the contract notice) is £47,861,324.

This notice relates to the re-commissioning of an existing service. The preferred bidder is the existing provider.

The contract is anticipated to commence on 1 April 2026 and will continue for a period of two years unless terminated in accordance with the Conditions of Contract.

There is the potential for two contract extensions, the first is an extension of two years, the second is an extension of three years, making a total possible contract length of seven years. The extensions depend on both the success in achieving the required outcomes and availability of further funding.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 or the Public Contracts Regulations 2015 do not apply to this award.

The standstill period begins the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight at the end of the 21st November 2025. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.

Executive Director of Adults, Health and Commissioning. In consultation with the Chair and Vice-Chair of Adults and Health Committee. This governance was agreed at a meeting of the Committee held on the 19th June 2025.

No declared conflicts or potential conflicts of interest of individuals making the decision.

Rationale for the relative importance of the key criteria:

Quality and innovation (30%) - core to the success of the contract, so was given the highest weighting.

Value (15%) - there is a maximum budget for the service, and it is not expected that a provider could deliver the service for significantly below that budget. Therefore, value has been given a low-medium weighting. Incorporates contract price and other value considerations.

Integration, collaboration and service sustainability (25%) - is essential as there are a number of partners in the system that need to be involved to ensure good outcomes for service users. Sustainability is important, especially given anticipated system change and funding uncertainty.

Access, health inequalities and choice (20%) - medium weighting, recognising the importance of aspects each as local understanding, prevention and early intervention and co-morbidities.

Social value (10%) - has the lowest weighting but is enough to still have an impact on the score.

Rational for choosing the provider: Change, Grow, Live achieved the highest total score once all of the key criteria had been evaluated.
