Abstract

This notice is placed as a Preliminary Market Engagement Notice to inform the market that NHS South West (the Commissioner) on behalf of itself and its constituent Integrated Care Boards is exploring options on how to commission Community Vaccination Outreach services.

The Commissioner's ambition is to commission a vaccinations outreach services which will identify and address disparities in uptake of vaccinations throughout the life course. The service will support mitigation of gaps in core commissioned services and response to outbreaks where needed. The service will be delivered by taking a proactive approach to managing population health and inequalities.

The scope, value, process, number of contracts (procurement Lots) and contract model of the services to be implemented are yet to be determined.

The Commissioner is considering an outreach service that will,

• provide a community vaccination outreach offer in areas experiencing socio-economic deprivation and the greatest disparities with vaccine acceptance and uptake, identified through MSOA data.

• maximise vaccination awareness, confidence and education and, through this, build trust in all vaccinations where there is the greatest need.

• provide a high-quality all aged outreach vaccination service that is inclusive, fair and accessible to everyone.

• maximise uptake and access by addressing barriers and reducing the impact of health inequalities.

This Notice is not a formal call for competition and does not signal the launch of any formal procurement process, but is being issued by the Commissioner as they seek to engage with suitably qualified providers to help inform and shape the next steps of this commissioning process. The Commissioner's aims are:

• Engaging with providers.

• Understanding the interest there might be in providing such services from suitably qualified providers.

• Informing the commissioning process.

• Gathering information from providers that may be used to shape a commissioning / procurement process and the associated documentation.

Suitably qualified providers are asked to express their interest via the e-procurement portal (please see Section VI of this Notice for further details). In the first instance, the engagement will take the form of a Market Engagement Questionnaire, which will be available to providers upon registration to the aforementioned portal. The Commissioner does not currently envisage a market engagement event, but any event that is conducted will only be available to those providers that have expressed interest via the portal.

Please note that the deadline for the completion of market Engagement questionnaires is Friday 28st November 2025. As such, only organisations that have expressed an interest and completed the questionnaire (available via the portal) on or before 5pm on that day will have their responses considered. Please also note that only those providers that have expressed interest by this date will be invited to any subsequent market engagement event, should the Commissioner choose to hold one.
