Introduction
Social Care Wales is committed to involving people who use care and support in how we develop our products, services and support. We want to see how we can reimburse them for their time and contributions to support the development of our resources, products and services for the social care and early years workforce.
We have drafted a policy to govern reimbursements and now are now seeking specialist advice to ensure our approach is compliant with UK tax law and HMRC requirements. We will not be giving personal tax advice to individuals, but we want to ensure our policy and processes comply with our organisational responsibilities.
What is required/’The Requirements’
The successful supplier will;
Review of draft reimbursement policy
Provide advice covering reimbursements to people who either work for social care organisations or people who are not employed.
With consideration for paying them for the time spent on their involvement and any associated employment tax risks.
Social Care Wales will be looking to have clear written guidance from the successful Supplier and advice through written documentation by 31 October 2025.
Aims and objectives
To review Social Care Wales draft reimbursement policy.
To explain how relevant legislation applies to each risk.
To recommend mitigations for identified risks.
To advise on the correct treatment of different routes – whether a person is connected to a social care organisation or is not employed
To highlight any thresholds or conditions that may change tax treatment
