Procurement description

Devon and Somerset Fire and Rescue Authority (the Authority) invites for suppliers to engage and inform the user requirements, procurement and ongoing management of future contracts for the supply of firefighting foam concentrate.

The Authority has an ongoing requirement for the supply of firefighting foam concentrate to extinguish 'Class A' fires, for example, solid fuel fires, hydrocarbon fires and vehicle fires and for containment of spillage such as fuel spillages on roads and to extinguish 'Class B' fires, for example, those involving liquid hydrocarbon, polar solvent and alcohol.

Indicative timescales for the tender process will be available once the consultation is concluded and the detailed requirements developed and approved. At this stage, we anticipate the tender will be issued in December 2025 or January 2026.

Suppliers are invited to complete and submit a supplier consultation questionnaire. The questionnaire can be accessed via our e-tendering portal which is located at: https://sell2.in-tend.co.uk/blpd/publictenders

To access and submit a preliminary market engagement response, log-in to your Supplier account on the e-tendering portal. Locate the opportunity and click on 'View in Portal'. Then click 'Express Interest'. You should then be able to access and download the questionnaire document to complete. Upload your completed questionnaire through the same area in the e-tendering portal by the closing date and time, 17:00 hours on Friday 12 December 2025.
