NHS Arden and Greater East Midlands CSU (AGCSU) is acting as an agent for and on behalf of the Commissioner and is supporting this Provider Selection Regime Competitive Process. The process is a One Stage process.

II.2.4) Description of the procurement
NHS Lincolnshire Integrated Care Board are seeking to commission a Night Light and Twilight cafes service.<br/><br/>The overarching outcomes of this service will be: <br/><br/>• The provision and promotion of non-clinical listening and peer support settings to improve self-efficacy for individuals experiencing issues with their mental health and emotional wellbeing.<br/>• Support for carers and families of someone who is experiencing mental health and emotional wellbeing related issues.<br/>• Reduction in the number of individuals attending urgent care services for mental health and emotional wellbeing related issues, including repeat attendance.<br/>• Reduction in the number of individuals requiring support from statutory services e.g. Primary Care and/or Lincolnshire Partnership Foundation Trust (LPFT), crisis and inpatient services.<br/><br/>Night Light Cafes (NLC) Specific requirements:<br/><br/>Each NLC in the network will be open and accessible for those aged 18+ in sites as agreed with the commissioner. <br/><br/>NLCs will operate with a minimum of two team members and should aim, where possible, to have three team members present. Lone working is not permitted due to the priority of keeping staff, volunteers, and guests safe. Team members can refer to both volunteers and paid staff.<br/><br/>There is the requirement that there is countywide coverage of the Night Light provision, and that sessions are delivered between the hours of 16:00 – 00:00 (Monday to Sunday) for a minimum of two hours at a time.<br/><br/>It is required that sessions are provided in each of the Specification Areas listed below:<br/><br/>Boston<br/>East Coast & Rural<br/>East Lindsey North<br/>East Lindsey South<br/>Trent<br/>Lincoln North<br/>Lincoln City<br/>Lincoln South<br/>Sleaford<br/>Grantham<br/>Stamford<br/>Spalding <br/><br/>Twilight Café Specific Provision: <br/><br/>The Provider, supported by Lincolnshire Partnership Foundation Trust, Children and Young Individuals (LPFT CYP) Services will provide a safe space offering non-clinical mental health support for:<br/><br/>• Children and young individuals suffering from poor mental health and emotional wellbeing<br/>• The parents/families/carers of the above<br/>• Single parents who are struggling with their mental health; who cannot access the existing Night Light Cafes due to lack of childcare.<br/><br/>Twilight cafe sessions should be run at least once a week for a minimum of 3 hours with a basic meal provided. The main twilight provision will continue to be offered in central Lincoln. The provider will review and identify any possible expansion of the current twilight provision to ensure access across the County - this will include plans to extend further twilight cafés in both East and South/South-West areas of Lincolnshire.<br/><br/><br/>NHS Arden and Greater East Midlands CSU (AGCSU) is acting as an agent for and on behalf of the Commissioner and is supporting this Provider Selection Regime Competitive Process. The process is a One Stage process.<br/><br/>The contract will commence 01st July 2026 for a duration of 2 years and 9 months.
