Abstract

The College Merthyr Tydfil is seeking tender submissions from companies who may be interested in running a daily bus service between the college and Brecon Town Centre, departing Brecon Town Centre station at 8am every morning and returning from the bus stop outside the college at 4pm every afternoon. Description of the goods or services required

The College Merthyr Tydfil is seeking tender submissions from companies who may be interested in running a daily bus service between the college and Brecon Town Centre, departing Brecon Town Centre station at 8am every morning and returning from the bus stop outside the college at 4pm every afternoon. It is intended that this service will operate during term times from Monday 5th January 2026 up until Friday 26th June 2026.

Total quantity or scope of tender

The college is seeking to award a contract for a daily bus service from Brecon to the college, to the maximum value of £45,000. This would be from 5th January 2026 to 26th June 2026. If the college is happy with the service and price of the successful tenderer, there may be an opportunity to extend the contract for the 2026-2027 academic year.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Conditions of participation

1. Legal and Professional Standing

Supplier must be registered as a transport operator with the appropriate licensing authority (e.g. Public Service Vehicle (PSV) Operator’s Licence).

Compliance with UK transport legislation, including Driver CPC and vehicle roadworthiness.

Evidence of valid insurance:

Public liability £5m minimum.

Employer’s liability.

Motor fleet insurance covering all vehicles used.

2. Financial Capacity

Minimum financial stability requirement (e.g no bankruptcy or insolvency proceedings).

3. Technical and Professional Ability

Demonstrated experience in providing student or passenger transport services.

Minimum number of suitable vehicles (e.g. accessible buses, seat belts fitted) able to accommodate at least 50 learners.

Evidence of qualified drivers (DBS checked, CPC certified).

Ability to meet safeguarding requirements for transporting minors.

4. Health & Safety and Safeguarding

Compliance with college safeguarding policy and Welsh Government guidance.

Procedures for risk assessments, emergency protocols, and incident reporting.

Commitment to safe recruitment practices (DBS checks for all staff in contact with students).

5. Environmental and Social Requirements (optional but increasingly common)

Commitment to low-emission vehicles or sustainability measures.

Equality and diversity compliance.
