This is a Provider Selection Regime (PSR) Award. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.<br/>14 1) Regulation 6 to 13 are subject to this regulation=<br/>(2) Where a relevant authority considers that—<br/>- an award or modification must be made in accordance to the existing contract whereby the continuation of service is required,<br/>- the reason for the Direct award is to continue the existing Pilot Scheme that ESNEFT and Kneu Health Digital Ltd are collaborating to deliver.<br/>- delaying the award of the contract or modification to satisfy the requirements of Regulations 6 to 13 would be likely to pose a risk to patient or public safety<br/><br/>Title: Virtual outpatient clinic platform for people with Parkinson’s<br/>Reference: ESNEFT2719<br/><br/>Kneu Health Digital Ltd<br/>10 Fitzroy Square, London, W1T 5HP<br/><br/>Digital Support and analysing of patients with Parkinson’s Disease at ESNEFT, to support clinical decision making and monitoring patient’s condition in real time. Supporting the service to run more efficiently through enabling the clinics to be more focused and run to time.<br/>85111000-0 Hospital Services<br/><br/>£9,720 including VAT<br/><br/>3 months 2 weeks (13th December 2025 to 31st March 2026)<br/><br/>ESNEFT General and Elderly Medicine (Clinical neurology) followed all appropriate routes to source a Digital Parkinson’s Disease management platform to provide the service in accordance with Trust policies and governance.<br/>Key Individuals - East Suffolk and North Essex NHS Foundation Trust (ESNEFT):<br/>Interim Associate Director of Operations, John Tobin, ESNEFT<br/>Clinical Nurse Specialist in Parkinson’s Disease – Sheeba Mason, ESNEFT<br/>Consultant Neurologist – Dr Andrew Graham, ESNEFT<br/><br/>ESNEFT has been using the Knue Health platform for the past 12 months. There is currently limited Clinical Nurse Specialist responsible for this service, at Ipswich there is 1 wte and there is 1.6 wte at Colchester however, due to study leave Colchester have reduced resource for this service.<br/>Previously a band 6 was employed on a ftc to support the delivery of this service at Ipswich. The division could not support the funding to support this post long-term. The delivery models for Parkinson’s disease are different between the Colchester and Ipswich hospital sites. The division are in the process ofintegrating this service across both sites.<br/>Parkinson’s disease is on the rise, with Parkinson’s UK estimating there are now 166,000 people diagnosed with Parkinson’s in the UK. This is an increase from their previous estimate of 153,000 and is driven by the growing and ageing population in the UK. By 2030, Parkinson’s UK expect the number of people with the condition in the UK to reach 173,000.<br/>This SAMD platform allows patients to be greater control of their health, aligns with the Trust Clinical Strategy and supports the NHS future plan. It also supports the clinical teams to manage demand with existing resource and creates an opportunity to extend PIFU for a number of these patients, meaning clinics can be optimised based on clinical need.<br/>The ICB has agreed to fund this contract on 4-month basis to ensure that patients continue to receive their Parkinson’s disease treatment without any interruption to the service. Furthermore, this 4-month contract will allow the the division to develop plans for long-term funding, Epic integration and its delivery model for managing patients with Parkinson’s disease.<br/>ESNEFTs future plan is to carry out a full procurement activity once this extension has completed.<br/><br/>All Key individuals at Section 6 completed and signed Declaration of interest Forms.
