Procurement description
Tees Valley Combined Authority (TVCA) (the ‘Contracting Authority’) have awarded a call-off contract under Government Commercial Agency Framework RM6347, Transport Technology, Lot 7c Transport Network Management, for the delivery of enhancements to the Tees Valley Digital Twin Programme. The contract was awarded using the Framework's Award Without Competition (AWOC) procedure.
In accordance with the Framework rules, the Contracting Authority reviewed the available AWOC Full Service Offers and assessed them against its technical, operational and commercial requirements.
A key requirement was the ability to integrate with and enhance the existing Tees Valley Digital Twin and Urban Traffic Management and Control environment, including the continued operation of existing systems. Maintaining interoperability, service continuity and value from previous investment formed essential elements of the requirement.
The Contracting Authority applied the Award Without Competition procedure provided for by Framework RM6347 Lot 7c. The Framework provides that where a single platform item is the only item meeting the customer's requirements, that offering may be selected. Where more than one offering is capable of meeting the requirement, selection is required to be undertaken using the Framework's objective mechanism of lowest price.
Following assessment of the available offerings against the Contracting Authority's requirements, TVCA identified the selected offering as the only platform item capable of meeting the requirement / lowest-priced capable offering. The contract has therefore been awarded in accordance with the Award Without Competition provisions of RM6347 Lot 7c and the applicable call-off terms of the Framework.
