Abstract

The Authority has awarded a contract for the supply and installation of heavy catering equipment at Radyr Comprehensive School, including associated services, commissioning and training.

The decision to award this contract without further competition has been made in accordance with the call-off provisions of ESPO Framework 98_26.

In determining the most advantageous solution for the organisation's requirements, consideration has been given to the supplier's awarded position under the framework, geographical coverage, pricing and the range of services available.

The selected supplier has been identified as the most suitable provider for this requirement for the following reasons:

The supplier is able to provide the required services within the geographical area covered by the organisation, ensuring that the equipment and associated services can be delivered at the required locations.

The supplier has the capability to undertake the necessary site surveys, installation and commissioning of equipment, together with the removal and responsible disposal of existing obsolete equipment. This provides a comprehensive service, covering the full lifecycle of the replacement equipment and reducing the need for the organisation to engage multiple contractors.

The requirement is subject to strict delivery deadlines associated with external grant funding. The supplier has confirmed its ability to undertake the necessary surveys, coordinate delivery and installation, commission the equipment and remove and dispose of obsolete equipment within the timescales required by the funding programme. This is a significant consideration in ensuring that the project can be completed within the required timescales.

The supplier's geographical coverage, range of services and ability to meet the operational and programme requirements provide an advantageous solution for the organisation. The assessment has considered the overall suitability of the supplier's offering against the specific requirements.

The Authority is satisfied that the selected supplier represents the most advantageous solution for this requirement under ESPO Framework 98_26 and is proportionate to the specific operational requirements and funding-related delivery constraints.
